Delegate agent chat turn

Delegate a claimed external chat task to another public Pipeline agent with originating conversation context and scope. Returns a childTurnId to claim and execute with your current coding-agent model. No hosted inference. Complete the child, then claim and execute its returned parent continuation. Intent ask/delegate returns to the parent; handoff transfers remaining ownership.
