Run brief scorecard
Compute and return the list-quality scorecard for a brief: overall score, A-F grade, top issues. Side effect: persists a snapshot to brief.plan.latestScorecard on every call. When the grade drops to D or F, also enqueues a list_quality_review HITL item for the operator.
