Provision brief table

Create or repair the Agent Teams enrichment table for a campaign brief. external_agent compiles saved table design or deterministic factory columns with automatic processing held, without hosted inference. pipeline_hosted runs the GTM Engineer design lane and requires hosted-AI consent. Binds available provider credentials, stamps table-build readiness, and returns the table id. Idempotent.
